Role Purpose
The Senior HSE Specialist is responsible for driving the implementation, monitoring, and continuous improvement of Health, Safety, and Environmental policies across Innovo Build Egypt's construction projects. This role ensures that all site operations comply with local Egyptian statutory regulations and international standards (such as ISO 45001 and ISO 14001). The Senior Specialist acts as a safety leader on site, proactively identifying hazards, leading incident investigations, and fostering a "Zero Harm" culture among employees, contractors, and clients.
Key Accountabilities
HSE Management System & Compliance:

Implement and maintain site-specific HSE plans, policies, and procedures in alignment with corporate objectives and international ISO standards.

Conduct comprehensive site inspections and internal audits to ensure strict adherence to safety protocols and environmental regulations.

Review, evaluate, and approve subcontractor HSE plans, Risk Assessments, and Method Statements (RAMS) prior to the commencement of work.

Ensure all environmental controls (waste management, dust suppression, chemical storage) are effectively implemented on site.
Hazard Identification & Risk Management:

Identify potential site hazards and implement robust mitigation strategies and hierarchy of controls.

Oversee and audit the site Permit to Work (PTW) system, ensuring that high-risk activities (e.g., working at heights, lifting operations, confined spaces) are safely managed.

Conduct daily site walkthroughs to immediately address and rectify unsafe acts or conditions.
Incident Investigation & Reporting:

Lead prompt investigations into all site accidents, near-misses, and environmental incidents to determine root causes.

Prepare detailed incident reports and ensure that robust Corrective and Preventive Actions (CAPAs) are tracked and closed out effectively.

Compile, analyze, and report weekly and monthly HSE performance metrics (e.g., LTI, TRIR) to the HSE Manager.
Training, Leadership & Culture:

Provide daily leadership, guidance, and mentoring to junior HSE officers, inspectors, and site execution teams.

Design and deliver targeted HSE training modules, site inductions, and daily toolbox talks for both direct staff and subcontractor personnel.

Organize and execute safety awareness campaigns to actively promote a proactive safety culture and employee well-being across all project sites.
Qualifications, Experience, Knowledge & Skills

Bachelor’s degree in Engineering, Occupational Health & Safety, Environmental Science, or a related technical field.

Recognized international HSE certifications required (e.g., NEBOSH IGC, OSHA 30, or IOSH Managing Safely). Lead Auditor certification in ISO 45001/14001 is highly preferred.

Minimum 7 to 10 years of progressive HSE experience, with a proven track record specifically within large-scale construction, infrastructure, or civil engineering projects.

In-depth working knowledge of Egyptian labor laws, environmental regulations, and international safety codes.

Strong leadership, analytical, and problem-solving skills with advanced proficiency in root-cause analysis methodologies.

Excellent bilingual communication skills (Arabic and English) to effectively train and coordinate with diverse workforces.

Proficiency in MS Office Suite and digital HSE reporting software.
