Role Purpose

The Procurement Deputy Manager supports the Procurement Manager in planning, coordinating, and executing procurement activities for construction projects and corporate operations. The role is responsible for ensuring the timely sourcing of materials, equipment, subcontractors, and services while maintaining quality standards, cost efficiency, and compliance with company policies. The Procurement Deputy Manager also assists in managing supplier relationships, contract negotiations, and procurement team performance

Key Accountabilities

Procurement Operations
Support the development and implementation of procurement strategies aligned with project and business objectives.
Manage the end-to-end procurement process, including sourcing, RFQs/RFPs, bid evaluation, negotiation, purchase order issuance, and contract administration.
Ensure timely procurement of construction materials, equipment, and services to meet project schedules.
Monitor procurement activities across multiple projects and resolve supply-related issues proactively.
Review and approve purchase requisitions and purchase orders within delegated authority limits.
Supplier and Vendor Management
Identify, evaluate, and prequalify suppliers, subcontractors, and service providers.
Maintain and develop strategic relationships with key vendors.
Conduct supplier performance evaluations covering quality, delivery, cost, and compliance.
Negotiate favorable commercial terms, pricing, payment conditions, and delivery schedules.
Cost Control and Commercial Management
Analyze market trends, pricing, and supply chain risks to achieve cost savings.
Support budget planning and procurement forecasting activities.
Monitor procurement expenditures and ensure alignment with approved budgets.
Prepare cost comparison analyses and recommendations for management approval.
Contract Management
Assist in reviewing and negotiating procurement contracts and framework agreements.
Ensure contractual obligations are met by suppliers and subcontractors.
Coordinate with legal, finance, and project teams on contract-related matters.
Manage claims, disputes, and variation orders related to procurement activities.
Coordination and Stakeholder Management
Work closely with project managers, engineers, quantity surveyors, warehouse teams, and finance departments.
Ensure procurement plans support project milestones and operational requirements.
Provide regular procurement status reports to management.
Compliance and Risk Management
Ensure procurement activities comply with company policies, ethical standards, and applicable regulations.
Maintain accurate procurement records and documentation.
Identify and mitigate supply chain risks that may impact project delivery.
Support audits and continuous improvement initiatives within the procurement function.
Team Leadership
Supervise procurement officers, buyers, and procurement coordinators as assigned.
Provide coaching, training, and performance support to team members.
Assist the Procurement Manager in workload allocation and team development.

Qualifications, Experience, Knowledge & Skills

  • Bachelor's degree in Supply Chain Management, Business Administration, Engineering, Construction Management, or a related field.
  • Professional certifications such as CIPS, CPSM, or equivalent are preferred.
  • 8–12 years of procurement experience, with at least 3–5 years in a supervisory role within the construction industry.
