Role Purpose

To lead and govern the Quality Management function across infrastructure projects by establishing and enforcing the Project Quality Plan, inspection and test controls, audit systems, subcontractor quality management, and close-out/handover quality requirements—ensuring work is delivered right-first-time, compliant with contract/specifications, and aligned with Innovo’s quality standards and ISO requirements.

Key Accountabilities

  • Lead implementation and continual improvement of the Quality Management System (QMS) and Project Quality Plan(s) for infrastructure works.
  • Establish and control quality processes: ITPs, checklists, MIR/WIR systems, inspection workflows, hold/witness points, and acceptance criteria.
  • Lead quality planning and readiness with construction/technical teams to ensure inspections are prepared and passed first time.
  • Manage and drive closure of NCRs, observations, punch lists, root cause analysis, and preventive actions; monitor trends and recurring issues.
  • Conduct and lead internal audits, subcontractor audits, and supplier quality assessments; ensure corrective actions are implemented and verified.
  • Ensure material compliance: approvals, traceability, certification, test reports, storage/handling requirements, and vendor documentation.
  • Manage subcontractor quality performance: define requirements, review submissions, monitor workmanship, and enforce corrective actions.
  • Coordinate with consultant/client for quality inspections, quality meetings, and close-out; maintain professional engagement and timely responses.
  • Lead handover and close-out quality: as-built verification, final dossiers, test packs, completion documentation, and turnover readiness.
  • Report quality performance to leadership: KPIs, audit findings, NCR trends, risk areas, and improvement actions.
  • Coach and develop QA/QC teams, ensuring competent inspection coverage and strong document control discipline.

Qualifications, Experience, Knowledge & Skills

  • Bachelor’s in Civil Engineering or related field (Master’s preferred)
  • 15+ years in QA/QC within infrastructure and marine projects (UAE experience mandatory)
  • ISO 9001 Lead Auditor certification (strongly preferred / often required).
  • 12–18+ years in QA/QC for infrastructure/civil construction (roads, utilities, drainage, structures, earthworks, marine works as applicable).
  • 5+ years in a Quality Manager / Senior Quality leadership role managing teams and subcontractor quality systems.
  • Demonstrated experience managing consultant/client inspections, audits, NCR systems, and close-out/handover quality documentation.
  • UAE/GCC experience preferred.
