Role Purpose

To lead the full technical function for infrastructure projects by managing design coordination, technical governance, approvals and submissions, constructability, risk management, authority/consultant interfaces, and handover documentation—ensuring that technical outputs enable safe, compliant, buildable, and on-time delivery in line with contract requirements and Innovo standards.

Key Accountabilities

 

    • Own the project technical strategy and establish clear technical workflows, responsibilities, trackers, and approval cycles.
    • Lead and mentor technical teams, setting priorities, reviewing outputs, and ensuring timely delivery of all technical deliverables.
    • Ensure compliance with Innovo technical procedures, client/consultant requirements, and relevant authority standards.
    • Manage design coordination across disciplines (roads, utilities, drainage, structures, MEP interfaces) to ensure integrated delivery.
    • Review IFC design packages and identify gaps, clashes, constructability issues, and risks; drive resolution with stakeholders.
    • Lead internal design review workshops and interface meetings to align construction sequencing with technical readiness.
    • Oversee all shop drawings, material submittals, method statements, ITP inputs (as applicable) ensuring quality and timely consultant/client approvals.
    • Maintain project technical trackers (submissions/RFIs/authority approvals) and take corrective actions to avoid programme impact.
    • Ensure site teams are working to latest approved revisions and that superseded documents are removed from use.
    • Lead the RFI process: review, prioritise, escalate, and close RFIs; ensure responses are coordinated and implemented on site.
    • Provide technical direction on design changes, clarifications, and non-standard solutions within delegated authority.
    • Drive constructability reviews and ensure proposed solutions are practical, safe, and aligned with programme and resources.
    • Coordinate temporary works design interfaces (if applicable) and ensure method statements reflect safe and buildable sequences.
    • Support planning and construction with constraint identification and mitigation actions linked to technical readiness.
    • Maintain a technical risk register, identify early warnings, and implement mitigation to protect cost and time.
    • Support commercial/QS teams by providing technical substantiation for variations, claims support (technical aspect), and scope clarifications.
    • Evaluate technical proposals such as alternatives/value engineering (where approved) with clear risk/benefit assessment.
    • Lead technical communication with consultants, client representatives, and authorities to secure approvals and resolve technical issues efficiently.
    • Attend progress/coordination meetings and provide clear status updates on technical deliverables and risks.
    • Oversee preparation of as-built drawings, redlines, test certificates, O&M manuals (where applicable), and final handover dossiers.
    • Ensure close-out packages are accurate, complete, compliant, and submitted on time; coordinate final comments and closure.

Qualifications, Experience, Knowledge & Skills

  • Master’s Degree in Project/Construction Management (preferred)

  • Professional registration/certification (preferred, where applicable)

  • 12–18+ years experience delivering infrastructure projects (roads, utilities, drainage, earthworks, structures; MEP interface exposure beneficial).

  • 5+ years in a Technical Manager / Engineering Manager / Senior Technical Lead role on major projects.

  • Strong track record managing approvals, design interfaces, and handover deliverables in the UAE/GCC environment.

  • Strong understanding of infrastructure construction methods, design standards, and authority requirements.

  • Expert in technical coordination: drawings, specifications, approvals, RFIs, constructability.

  • Strong leadership and stakeholder management—able to influence consultants/clients and internal teams.

  • Strong reporting and planning mindset; able to manage priorities under tight timelines.

  • Proficiency in AutoCAD/Civil tools and document management systems; strong MS Office capability.
