Role Purpose
To lead the procurement of materials, plant, equipment, and subcontract packages for infrastructure projects, ensuring the timely acquisition of compliant and cost-effective resources that support project delivery. The Senior Procurement Engineer is responsible for managing the full procurement lifecycle, supplier relationships, contract negotiations, and coordination with project teams to ensure procurement activities are aligned with project schedules, budgets, and company objectives.
Key Accountabilities
- Lead the procurement process for infrastructure materials, plant, equipment, and subcontract packages in accordance with approved procurement procedures and project requirements.
- Prepare and manage enquiries, tender documentation, technical and commercial bid evaluations, and procurement recommendations.
- Coordinate with Engineering, Technical, Planning, and Construction teams to ensure procurement activities align with project programmes and construction priorities.
- Negotiate commercial terms, delivery schedules, payment conditions, and supply agreements to achieve the best value for the business.
- Source, evaluate, and develop qualified suppliers and subcontractors capable of meeting technical, commercial, quality, and HSE requirements.
- Monitor supplier performance, delivery schedules, and procurement milestones, implementing corrective actions to mitigate delays and supply chain risks.
- Review technical specifications, material submittals, and compliance documentation to ensure purchased materials meet project specifications and authority requirements.
- Manage procurement schedules for long-lead items and coordinate expediting activities to support critical project milestones.
- Support the Commercial Department by providing procurement input for variations, claims, budgeting, and cost-saving initiatives.
- Maintain accurate procurement records, purchase orders, supplier databases, and reporting dashboards in accordance with company procedures.
- Lead supplier performance reviews and contribute to continuous improvement initiatives within the procurement function.
- Mentor junior procurement engineers and coordinators, promoting best practices and professional development.
Qualifications, Experience, Knowledge & Skills
- Bachelor's Degree in Civil Engineering, Mechanical Engineering, Electrical Engineering, Supply Chain Management, or a related discipline.
- Professional procurement qualification (CIPS or equivalent) is preferred.
- 10–15+ years of procurement experience within construction or infrastructure contracting.
- Minimum 5 years in a senior procurement role managing major infrastructure procurement packages.
- Strong experience procuring materials for roads, utilities, drainage, structures, marine works, MEP, and heavy civil projects.
- Demonstrated experience negotiating high-value supplier and subcontract agreements.
- Strong understanding of construction contracts, procurement processes, and supply chain management.
- Experience managing long-lead procurement items and supporting complex project delivery programmes.
- Strong commercial awareness with the ability to balance cost, quality, programme, and risk.
- Excellent stakeholder management, communication, and negotiation skills.
- Proficient in ERP systems, procurement software, and Microsoft Office applications.
